Wow. This is a pet peeve. Same country is zero points, but a valid multiplier.
I have seen several US stations do this same thing. I can understand not wanting
the zero-point QSOs, but it is very unsportsmanlike to deny the multiplier to
their
local competitors. Perhaps the sportsmanship rule should apply?
