In some contests some of the cities you name, Los Angeles (LAX), San
Francisco (SF), and New York (NLI) are "single city multipliers".
All three of these ARRL sections are MUCH larger than the cities
associated with their names. LAX and SF sections both include a lot of
area outside those cities -- SF extends all the way up the coast and
through wine country, LAX extends north and inland quite a way, and Long
Island is not part of NYC. And there have been many years in which NLI
was scarce.
Now, SF county in CA is pretty small, and is not a lot more than the
city itself, and there is almost no HF ham activity there. It is one of
the counties for which we must make a county expedition each year for
CQP, and even some of them have been failures. Several years ago, K6SRZ,
NI6T, were part of a county expedition to SF. They had arranged to set
up on Yerba Buena Island, which is in SF Bay, accessible from the SF -
Oakland Bay Bridge. They began their setup, dragging stuff to the roof
of the building where they had been given permission to put antennas,
and got stopped by the 'big boss" of the guy who had granted them access.
