If contest organizers wish to ban a certain practice or technology, they are
free to do so and should say so specifically in the rules.
It should not be incumbent on participants to devine the rules to somehow
psychically deduce intentions.
This does not mean activities outside the laws of your country are legal, since
rules typically mandate adherence to national laws and since no such law could
be superseded by contest regulations, which hold sway only over those who
submit to them by entering logs.
