What is the penalty - disqualification? While it is a poor practice to
not regularly I.D., a person can easily make 3 QSOs in 15 seconds and in
the heat of the moment it is possible to forget and make a 4th or even 5th
QSO in less than 1/2 minute before remembering to send a callsign. I would
not consider this scenario to be unsportsmanlike conduct.

Perhaps I just have not seen it before.

Reading the CQ WPX Rules 2014:

XII. A. Unsportsmanlike Conduct: Examples of unsportsmanlike conduct
include, but are not limited to:
...
6. Running stations making more than 3 contacts without sending their
callsign.

Thanks to the CQ WPX Contest Commitee.
