Not to drift off topic, but just one point of clarity:
That is NOT what the proposal is about. It's to allow greater data rates than
300 baud.
2.8 kHz wideband signals are already permitted (see: PACTOR II and PACTOR III
to name two, and there are others)
Please read the petition, available via the ARRL web site, and definitely
comment as you feel appropriate.
