I am completely confident that ANY scoring system will prove to be unfair to
somebody somewhere. It's inevitable, and also means that there is no
"improvement" that will be universally fair. For example, any distance based
scoring system ignores the realities of propagation. There are innumerable
examples where more distant stations have better propagaion than "closer"
stations.
A real improvement would be proper recognition for the efforts of operators who
live in less advantaged areas. This is something that is long over due.
