Technically true, but if you look at the USA results and USA teams at
least, the vast majority of them involve team leaders who stayed
entirely within the confines of the USA for their qualifying scores.
For example, W9RE and W2RE were 100% at home stations, and their
teammates are from local areas. KE3X (IIRC) did all his operating from
stations in suburban DC or central Virginia (and one from Ohio). His
teammate is from Virginia.
A couple team leaders do have large DX components to their scores, but
so what? Look at their score contributions. One TL was #1 world in
one of the ARRL DX tests. It takes some real ability to do that.

Except that some of the regions are enormous, thus ignoring the realities of
propagation.
Except that rules allowed for half of the qualifying scores to happen anywhere
else on Earth, like the Caribbean.
Except that the rules allow a team leader to pick a partner from anywhere on
Earth.
The rules sound good in theory but in practice one whole operator and half of
the other operator have NOTHING to do with any given geographical area.
