It is quite clear that a Red card vs a Yellow Card is at the discretion of
the CQ CC or Director. So either action is allowable under the current
rules. For the sake of good Contest oversight though, its not an
unreasonable question to ask what the difference might have been leading to
RU1A getting a Yellow vs others getting a Red.
There is no question that the II9P action was inexcusable and deserves
discipline. They should have elected M2 status as soon as it was clear that
their lock outs were malfunctioning and enjoyed the rest of the contest. If
they didn't because they were trying for WRTC status (which does not matter
how far down the placement Worldwide they were) then shame on them. Its
like getting a speeding ticket. The police officer doesn't care that you
are just trying t get to work and are late. That's not his, nor our
problem.
