<snip end of sentence, as this is blatant, there-for-whole-world-to-see 
log massaging - not a few dB of power that the EUs keep whinging about & 
can't be realistically enforced in practice anyway>

Director of said contest informed directly by email, before log 
submission deadline.

Conclusion: Nothing was done.  Log massaging is acceptable in CQ WW.

What's worse, it sent a clear message to the people in my country that 
they can get away with it.
