Need to remember that the ARRL itself has stated that the band plan is
essentially null and void during contest weekends because of the
overwhelming number of stations that are QRV during the contest. The ARRL
has further stated that the band plans are designed to be in effect during
"normal conditions" and where there is "normal band loading."
The plan does not contemplate the hundreds (and thousands of stations that
are QRV during the contests).
