[CQ-Contest] Thank those guys in the rare sections!

If you are so inclined, drop an E-mail to anyone you worked in a rare
section during ARRL SS and thank them for getting on for the contest.
It may be frustrating for them to be rare (packet pileups, etc.), but
encouragement goes a long way.  I already sent two notes and got two
replies back.  It might keep them coming back next year (or in two
weeks!).
