David,
The NCVEC web page (http://www.ncvec.org/record_details.php?id=5762) says
that K5D was requested by Bob Allphin and coordinated by ARRL (VEC).

John,
Thanks for your answer. Someone else just informed me they were assigned
that call and didn't specifically request it.
That must be some new rule a bored bureaucrat created to amuse
him/herself.
It's rather silly since there are no addresses on Desecheo, will likely
never be any addresses and the ASSIGNED and WELL KNOWN prefix is KP5.
Breaker breaker ten meters, this is bee ar five four nine calling.

David: I am sure it is because you can't get a KP5 call issued by the
FCC without a mailing address in KP5. So, it would be necessary to use
a call like KP5/K4UEE. They don't want one that long! 73, John, K4BAI.
