I didn't qsl it...It's not on me to make sure they follow the rules.   In my 
opinion, Mal, they sent an INCOMPLETE exchange, therefore, in being  compliant 
with the rules on my end, it is not a QSO.

Wow, had 3 QSOs so far that the other guy skipped his call in  the exchange.  
the rules clearly state the call IS part of the  exchange. if you don't send 
it,  I don't log it.
