Here are the release notes:

19 October 2008 (CTY-1810) <cty-1810.zip>

    * Updated the list of USA CQ zone exception calls. This list is
      derived from the Super Check Partial database, cross-referenced to
      the FCC database to determine calls that are not in the default CQ
      Zone.  I.e. K4 in Alabama, W8 in West Virginia, KH6 in Oregon.
      These exceptions are *not* available in COUNTRY.DAT (NA) or
      WF1B.DAT (WF1B RTTY) due to limitations on the number of prefixes
      and calls allowed in those country files.
       
    * K9 etc. is in ITU Zone 8, not 7 (was wrong in wl_cty.dat)
       
    * 9M4SMO is East Malaysia, 9M6
    * K6Y is Guam, KH2
    * K7A is no longer Alaska, KL
    * TO4X is French St. Martin, FS, not Martinique, FM
    * TO8Z is Martinique, FM
