Prove this statement.

I kind of feel this is like saying that a disease is occurring more after
you get a better diagnostic tool.  We now have better tools to detect
cheaters, so we are finding more of them.  Hopefully the knowledge that the
tools are getting better has caused some cheaters to stop... the knowledge
that logs are being opened to more scrutiny will hopefully stop some more.
