[CQ-Contest] Rules for WPX and WPX RTTY 2008

The rules for the 2008 running of the CQ WPX and CQ WPX RTTY contests have
been posted to the web sites (and will soon appear in CQ Magazine).

If you haven't visited the WPX web sites lately, check them out.  Not only
will you find the rules, but interesting things such as a logs received page
and results writeups from previous years.
