I don't think so, Ken. I was looking at the 2006 IARU scores and it has
a lot of similar problems. To wit, consider the top ten low power phone scores
for the W/VEs. Surely some of them were competitive for certificates and had
emailed their logs: All ten of these show NO QSOs at all!!!!
