How about a simple rule:
When sending numbers that convey no information, go ahead and use cut
numbers. For example, 5NN, T for leading zeros, CQ zones where you know the
zone
from the callsign.
For numbers with real information - serial numbers, SS checks - use real
numbers.
And never ever mix cut numbers with letters, such as in my grid square, ENNA
(EN91).
