At least through the 1950s and early 1960s reports were not a standard 599.
In looking through some of my old logs I find I very seldom gave or received
a S9. However back then the measure was probably more subjective than a
S-meter reading. I miss the more or less 'honest' RSTs since they helped in
evaluating station performance and understanding propagation. Of course the
speed merchants went to handing out a standard RST, but I suspect computer
logging is responsible for the universal 599.

That's what I recall, too; it was uncommon (a bit more often than rare, in
other words) to run across someone sending ONLY 599. But by 1970, that had
begun to change as the top layer strove for faster and faster QSOs and thus
higher scores.
It'd be interesting to hear what Fred, K3ZO recalls about RST in contests
from those days.
