though this, too, can be a serious problem to certain legitimate
competitors. Especially those who travel to places where Internet
access is unreliable or non-existent.
WRTC can do this because all the competitors are well within 24 hours
travel time of a central location.
(idea for a contest-within-a-contest: the contest sponsors release a
list showing the order in which logs were received. Certificate for
first log submitted after 0000Z.)
