[CQ-Contest] PJ2T Webcam Address

The PJ2T webcam is sending photos at five minute intervals with push updates.

We'll try to keep it on and pointed at something interesting for the 
duration of the contest, subject to the unreliabilities of the 
connection when the ISP does their early Sunday morning system maintenance.
