I agree with you Jim and I'm primarily a CW op. From what I can tell, we
didn't loose anything. CW is allowed in the phone sub-bands last time I
checked the rules. CW is the only mode that is pretty much allowed anywhere.
I don't see any reason why CW couldn't extend above 3600 in contests like SS.
This happens all the time on 40M from 7050 - 7100. During CQWW CW or ARRL DX
CW activity extends well above 7050. Heck, during CQWW CW on 20, activity
extends well above 14100.
This ruling allows more flexibility in how the bands are used. I can't see how
this can be anything but good for everyone. Even the curmudgeons ;-).
Spectrum that gets used is less likely to be taken away.
