Checked the Fed. Reg., and the answer is no.
Usually stuff from Federal agencies gets published 4 to 5 business days after
release. So, with an release date of yesterday, I would expect to see it on
Monday - maybe Tuesday at the latest.
So, November 15 is probably a good target date, which means interesting things
for the Sweepstakes phone.
