I think that Pete's statement about human review is correct as applied
to CQ Magazine contests. I think it is not accurate as to ARRL
sponsored contests. As I understand it from those involved, the ARRL
effort is to have it done by a robot and there is no personal review and
no subjective judgment before penalties are imposed. This is to
minimize the number of man-hours required to get out the results.
