[CQ-Contest] WPX off times

hi,

2006 rules have abandoned the required lenght of off times for SO stations! 
Is this intentional? It just says that SO stations may operate 36 out of 48 
hours and that's it. How do interpret this? Some might add up all the 
minutes with no QSOs and call this off time!!

I did it the old way with at least 60 minutes required but very strange that 
they have taken that rule out! Should be clarified for CW part at least.
