AFAIK only in the WRTC the participants are not allowed to either
transmit or listen for 15 minutes before the contest.

I don't think it would be a good idea to install such rules. I don't
find it unsportsmanlike at all, since everyone has the same chances
and the right to do it before a contest, and just like in the contest
itself it will be not more or less difficult to find a good spot on
the band.
Furthermore it would be very difficult to ensure that this rule is not
broken, and there are many cases where it's difficult to say if the
rule was broken or not. For example DL1LID, a good friend of DL2LID
could hold a good spot on the band just before the contest and then
let DL1LID take the frequency right after the contest starts, etc.
I actually sometimes observed the above scenario *during* contests,
where suddenly a very good running frequencies was taken over by
another station without any protest of the original station on the
frequency. It's difficult to make a rule which prohibits such
techniques, but it can certainly be a very big advantage over those
who have to search their running frequency themselves...
