Contests do not quickly or radically depart from their initial 
conception. Significant format and content changes are not unknown, 
but they are rare.

Historically, organizations sponsoring contests also sponsored awards 
programs and were most apt to align the multipliers for their contest 
with their awards, classical cross-promotion:

ARRL DX - DXCC for K/VE participants / WAS for DX participants
WAE - WAE
WPX - WPX
WW - WAZ and CQ DX

Contests using countries and zones had a 45 year head start at 
claiming their slots on the contest calendar. Since DXCC, WAZ etc. 
are still around and going strong there's no incentive for 
established contests to abandon their multiplier schemes.

Some HF contests started within the last 25 years that the Locator 
system has been around have chosen to adopt squares or fields.
