No, it is impossible to tell for sure from log data who is stealing spots
and claiming unassisted. The only way is to have someone looking over the
shoulder of unassisted ops as they do in wrtc.
The reason for this is that a good so2r operator can easily find packet
pileups either by just tuning across them or using a band scope on a quiet
band. Consider the example of an so2r op running on 15m and trying to find
multipliers on 10m this year. 10m will be very quiet so putting a radio
with a band scope on there will quickly show any spikes of activity. And
since any activity there will likely be spotted by the multi-ops or assisted
stations because just about everything will be a rare multiplier it would be
very likely that the so2r station would show up at the same time as the
packet spot.
Another problem these days is the volume of spots. With upwards of 1000
spots an hour and many stations getting spotted literally hundreds of times
in a weekend it is hard to separate the real s&p qso from one triggered by a
packet spot.
