IMHO, yes.
After seeing in my CQ WW UBN that I lost Qs with a certain station
& that station had a higher UBN rate in CQ WW Honor Roll, I made
certain that I was really working that station in future by asking for
that station to send its report again even though I had copied it
fine in subsequent contests.
I then have recorded an even more certain contact with that station
should it be a -N for me again.
I feel more confident working this prominent station, they probably
keep getting a welcome country multiplier & so far so good - even
though the original problem may have been a one-off.
No problem - if handled like that.
