OK, the consensus is overwhelming -- both radios must be capable of RUN or S&P, for a lot of reasons. Thanks to everyone who reported their conclusions. Now all I have to do is beef up my second radio setup. It's disconcerting when the same signals are S9+ on one radio and S4 on the other.
