The manual for the MFJ-259B says it is possible to
use it to measure the Q of tuned circuits. The
manual does not describe how to do it. Anyone
know of a simple procedure to determine Q?

Try this link for a LOT of options including PED. I just found it by
doing a Google search on PED + CW + 2004

http://www.dxzone.com/catalog/Software/Morse_Code_Training/

PED is on page 3.
