I think some thought and logic should be applied.  If the unique is
likely a busted call, maybe it should be labeled as such.  If someone logs
W9SG in a CW contest and I show up in others' logs around the same time on
the same band, he likely busted my call.  But if it's something like
WQ9HAM and there's no call even remotely close to that in any other log,
then I'd give him the benefit of the doubt.

Maybe the percentage of uniques in someone's log should be considered.  If
it's just a few, again I'd give him the benefit of the doubt.  But if he
had a LOT of uniques, I'd question whether he was making up QSO's or not.
