Hi Rob -- Don't see why not.  In fact, the independent site www.eqsl.cc
seems to have a pretty well-evolved system that uses a date match only.
The special case of a time mismatch resulting in a date mismatch would
probably require human intervention, just like in the bad old days --
getting in touch with the QSL manager who can examine the log.

Back when I was just a pup, ARRL did accept contest-logged
QSO's for some awards (DXCC, WAS?).  Obviously the cross-check
was manual (no wonder they quit doing it), but a reasonable
filter might be band, mode, time (+/- an hour?), and smart
enough to roll backward/forward across the date for contacts
in the 2300-0100 window.
