I believe your interpretation is right on the money and I'm glad this came
up. As a CAC member, I believe that this is an item that slipped through the
cracks. I don't recall any discussion about the application to M/2--just
M/S. It might be something we should look at.
My own station made a first time M/2 ARRLCW entry last year--had a ball, but
I'm not sure we were watching this. Guess we didn't go over, but we'll sure
be more careful this year!
M/2 is really a lot of fun--suspect many good M/S stations would enjoy moving
over to this as long as they have the separation and/or bandpass filters.

Regarding soliciting "next QSOs" following a successful CQ in the
Sprint...
Perhaps the way to write the rule is something on the order of...
"During a QSO, a station may not state or imply the frequency of any
subsequent QSO."
This allows a station to call CQ - i.e. solicit on frequency - but clearly
prohibits any "going up 5", "move to 20?", "down 2" kind of things. It
also allows a CQ-er or responder to coordinate a move away from QRM.
Any co-sponsors on this bill?
