[CQ-Contest] 24 HOUR TIME

Thanks for the replies to my inquiry.  However none of the answers really
applied. My regional settings options did not address my request for 24 hour
military time.   I know to use Monrovia under regional settings since it
does not
apply daylight savings time offset.  None of the options in my versions of
Windows 98 or 95 allowed 24 hour time.  All were 12 hour time AM and PM.
Bruce Lallathin sent me a small zip file to apply.  I have not tried it yet.
