[CQ-Contest] Why is the ARRL DX Test Exchange Broken?

With all this discussion, I have yet to see anything authoritative from
ARRL to indicate what Newington (or the Board) feel is wrong with the
current exchange.  Isn't it a bit pointless to debate this until we see
what their problem is?
