Yes it came about for that reason a long time ago. I think
it was W2SKE that came up with the idea in the late fifties
or early sixties and the motivation was to increas activity
in the Carribean. Of course at that point that motivation would
hold water but as far as I see it it wouldnt today.

Correct me if I am wrong, but wasn't the original intent of the 2
point
NA rule to encourage more operation from the Carribean contries,
specifically contest type DXpeditions ? In that, it seems to have
accomplished it's objectives.
