This is fine as long at the station notes each power level for each
contact!!
I also ran into the same issue with a station. He gave me 59 100. Later in
the test on the same band he was 59 99.
Now if he submits his log and claims he sent 59 99 I get the shaft right!
I heard one station say that he was only doing a single band entry and when
he was on the other bands he had changed his power. What a pain in the
butt!
Not to complain but I would like to see a rule that you use the same info
the entire contest.

The perverse streak in me likes this idea! Nothing in the rules says
you need to use the same power every QSO. So long as you log it right,
I'd recommend using a different random amount of power for each contact.
Hopefully the checking software will crosscheck log-against-log, and
defeat those who use "fill it in from last QSO" logging techniques.
