I forget which contest it was that I entered last year, but one of them 
assessed a PENALTY equivalent to 4 or 5 contacts for EACH busted call.  
I think this would go a long way towards encouraging ops to echange both 
callsigns, both directions, in every exchange.

      2.Call signs and exchange information must be sent, 
        received, acknowledged, and logged correctly
        by each station for a complete QSO.
