As a "pistol" I tend to lean toward sending the CQ string in reply to a "?".
I try to have short CQ's anyway. I believe the axiom that if I want to keep
the hole I blasted through the frequency I better make enough noise to keep
it so I make noise with more frequent listen periods this way. If one sends
a "?" I assume he has not been there long enough to hear my call or is
checking to see if the freq is occupied. By sending my CQ I tell him/her to
either work me or go away. I've not wasted my time in inviting a legitimate
contact to call me.
