No. It's clearly a violation of the present rules. If it needs
further clarification, so be it - clarify it further.

No. This would eventually mean that single band entrants must be
fully QRV on other bands in order to be competitive. This is perhaps
not a clear violation of present rules. A clarification is probably
in order.
