[CQ-Contest] LP and HP

Hi OMs: 

        When I was reading last CQ mag, I realized something weird on 10m. The
winner of LP category nearly doubled the score of the HP winner. But
when the final results arrives, the winner in HP will get the plaque and
the honors, although he didn't "won" the contest. In WPX, the LP and HP
entries are mixed and in the CQ WW they're not. Why is that? I believe
the winner should be the guy with the higher score. What do you think??
