[CQ-Contest] Signal reports

For whatever it's worth, I would be just as happy to get a 349 during a
contest as a 5NN. I *am* a serious contester, and don't find that an
impediment at all.  In fact, particularly on the bands where it's a
challenge, I'd rather have an honest report.
