Bob/K3EST:  Are you sure?   My notes from several years ago when I was a 
serious oblast chaser show that UA1P is in both zone 16 and 17.  Most of the 
islands are in zone 16 (Novaya Zemlya for example) and most of the mainland 
is in zone 17 (city of Nar'yan Mar for example). [part of UA1P is/was also 
Franz Josef Land - zone 40] 

I don't have an "official" CQ zone map but my trusty old Kenwood laminated CQ 
zone map agrees with me, and so does the ARRL Operating Manual.  Can you 
recheck it?

I am glad WW Bob, K3EST has to check only CQ zone of UA1P which protrudes a lot
toward #17.  I recently tried to sort out Russian ITU zones after noticing few
errors in IARU contest and soon realized how hopeless it is.  While ITU used
geographic coordinates to decided zones, Siberia under UA0Q covers about 5 of
them.  Similar situation occurs with few other UA areas but a good guide for a
up-to-date info was UA WWW site (together with K1KI maps in ARRL Op. Manual).

Ken, some years ago when I lived in Vancouver WA, there was an 
electric fence about ten feet from the house. The tick ticking you refer 
to was present. Over time I got to know the owner and proceeded to check 
it out as you have. Fortunately there was little growth into the fence. 
The horses were pretty good at munching the growth without getting their 
noses burned. Eventually I found an insulator (plastic) nailed into a 
tree. It appeared to be ok, but when I removed the wrap and inspected it, 
it was evident that the tree moved in the wind, and the wire wore the 
plastic insulation away so it was lying on the nail driven into the tree. 
I replaced the plastic insulator with a ceramic job and the noise went 
away. Some months later I had a similar situation with a fence a few 
blocks away. In this case an insulator had disintegrated so they simply 
wrapped the wire around a wooden fence pole. When it was dry it didn't 
seem to be a problem, but it's not dry in the Pacific Northwest very often!
I don't believe that a properly maintained electric fence should produce 
any noise.

Likewise our amateur equipment does NOT have such a statement stamped
onto it. When we tune the bands and hear TV horizontal sweep trash
every 15 Khz should we not be able to go to our neighbors and demand
that they fix their TV or get off the air? Or maybe the TV owner should
provide us with a filter to put on our radios. This is a two-way
street.
