Eric, I sure wouldn't want to have your job ... but, if you select people on the basis of how they ran against everyone on their continent you are gonna make it mighty tough on black hole types ... I'd suggest CQ zones (or ITU zones) as a more reasonable "pond" to fish in. Or better yet, why not just assemble a committee of contesters and just pick some people?
