Rules for callsign party?

Anyone have any insight on how FCC will administer the
initial feeding frenzy for new calls this time?  First
dibs to former holders?  License class priority?
Postmarks?  Codeless Techs  :-) ?

I can think of one highly non-optimal contest call that doesn't seem to
slow down its owner too much.  WN4 something.  I can never get all those
K's and N's straight, but nobody else ever sends a call anything like that
at 45 WPM, so it has to be Trey.

My only desire is that when the vanity callsign program is implemented
they allow people who want to regain a previously held callsign to have
first dibs on it. For example, people who had to change callsigns because
they changed call districts, people who dropped out of HR for whatever
reason and now would like to get their old callsign back, or people like me
who plain forgot to renew and had a new callsign assigned (amazing how
fast 7 years pass!) 

There are also hams who would like to get the callsign of a deceased relative,
such as a father, to keep the callsign in the family.

The callsign I lost was N5KM. Now, that was a good one for both CW and fone.
High average power on CW and only three syllables on fone: Kilo Mike.

Calls ending in E are very lame on phone.   I held KB0KE for a while, and
it sucked big-time in a phone contest.  Everyone copied KB0K, and it
cut my rate in half to correct people.  NG0X was heaven-sent after
*that* ordeal.  X-ray as a phonetic seems to have 'punch'; having held
WN0IZX, WB0IZX, and NG0X, I am used to being "the station ending X-ray" --
the X gets through even if the other letters don't.

Now: Are there any DSP-weenies on the reflector that can write a
sound blaster program to tell us the SSB power content of each of
the letters and phonetics?  How much difference does an individuals
voice make in power content?

My dilemma: Am I willing to admit to my old friends from 0-land that
I have gone 'California' on them?  After having vowed on several
occasions to take the call NG0X to my grave this is a disturbing
problem.  OOOhhhhh... the mental anguish of it all!
