Yes, they are.  CQ Magazine uses the WAEDC list (German equiv.  of DXCC) for
their countries.  This list includes these additional countries:

        4U1V    Vienna International Center
        GM/s    Shetland Is.
        IT9     Sicily
        JW7     Bear I.
        UN1     Karelo-Finish Republic
        TA      Turkey (Europe)
