The intent of rule two is to force the operator to be involved in copying the
information received DURING the contest. It is also intended to prevent
automated means of initiated contacts. This means a human has to be in
control of the emissions in real time. A computer that search and pounces
on its own is not allowed.
Computers or keyers that send CQ multiple times are permitted, as long as the
activity is under real time human control (ie: you initiated the action and
are monitoring it to know when you get an answer).
