I agree with Alan, that two bands is probably optimal, especially since
it's so easy for most to change bands without amplifiers.  This time, the
fact that all the activity was on 20 probably gave quite an advantage
to those on the coasts, but 40 is awfully noisy this time of year.  It
would be very different in winter, of course.
