Indeed, 2.5KV were specified in the preliminary data sheet from 1983.

Yes, and it seems that limit was adhered to by amateur amplifier
manufacturers about as well as speed limits are obeyed here in the US  :-)  

As others have said, I think Steve would find a significant improvement in
gain with higher plate voltage, with 2.5 kV or so being a good target.
